CIPACO has been initiated by Panos Institute West Africa (PIWA - a regional West African NGO, of which aim is to promote Democracy, Citizenship and Peace, through information and communication), in order to strengthen the capacity of African stakeholders for an effective participation in ICT decision-making processes.
