The conference is organized into three tracks:

RESEARCH TRACK

The Research Track consists of a high quality program of double-blind peer reviewed scientific publication covering all areas of ICT4D. Publications shall meet the 16 pages, single-column and other formating guidelines. Accepted papers will be published in the LNICST series by Springer, will recieve an ISBN and will be available online through Springer scientific web portal.

INDUSTRY TRACK

The Industry Track is an opportunity for economic actors of the developing world to present problematics, experiences and solutions while allowing to network with researcher and other industrials. Presentation will be selected on the basis of a two pages extended abstract.

DEMO TRACK

The Demo Track will provide visibility to research prototypes through a poster and demonstration. Contribution will be selected on the basis of a two pages presentation of the work being demonstrated.

IGF 2009 meeting

3rd International Conference on Theory and Practice of Electronic Governance (ICEGOV2009)

Rationale

Several years after the acceptance of Electronic Government by governments worldwide as part of their reform initiatives, there is a growing recognition that over-reliance on technology, insufficient collaboration in government, lack of emphasis on building human capacity and inadequate public consultation all limit possible benefits of such initiatives

As a result, the focus has been shifting from technology-enabled improvements in government operations (Electronic Government) to improvements in interactions between government, non-government and civil society stakeholders (Electronic Governance).

Under the new focus, it is no longer acceptable to let technical or organizational issues drive Electronic Governance initiatives alone. Instead, a multi-disciplinary, multi-stakeholder and community-oriented approach is required.

Conference

The approach is promoted by the series of International Conferences on Theory and Practice of Electronic Governance (ICEGOV). The aim of the series, established by the United Nations University through the UNU-IIST Center for Electronic Governance, is to bring together practitioners, developers and researchers from government, academia, industry and non-governmental organizations to share the latest findings in the theory and practice of Electronic Governance.

Following its first two editions in Macao, China (ICEGOV2007) and Cairo, Egypt (ICEGOV2008), ICEGOV established its identity as:

A Global Conference - ICEGOV consistently attracts submissions from more than 45 countries, including over 60% representation from developing and transition countries.
A Multi-Stakeholder Conference - ICEGOV is well attended by all major stakeholders of technology-enabled innovation in government: government, academia, industry and NGOs.
A Networking Conference - ICEGOV brings participation from across thematic, national, and development borders, with common interests in transformational use of technology in government.
A Research and Practice Conference - ICEGOV includes a healthy balance of research-, practice- and solution-related work - looking at technology, at the processes surrounding its implementation and management, or at the wider context of Electronic Governance.

West Africa IGF: Promoting the Multi-stakeholder Model for further Internet Development in Africa

The forum will be attended by regulators, academia, civil society, governments, private sector, the technical community, and other leaders and stakeholders in the Internet community. This event is open to the public and will be hosted by the Ghana Ministry of Communication.

This event is a part of a broader Internet Governance initiative that we are establishing with stakeholders and is referred to as the WAIGF initiative, which will also be used as aformal preparatory forum to improve West Africa's contribution to the global Internet Governance Forum.

The three (3) day forum will include discussions on Internet governance, Internet Access, Capacity Building and the Internet, Role of Government in Internet Development, Cyber Crimes & Cyber Security, and a Government/Regulator's Roundtable discussion.

Symposium Netsuds 2009

Le colloque se situe dans le cadre du programme du GDRI Netsuds créé par le CNRS et soutenu par la Région Aquitaine (qui arrive à échéance fin 2009), dont le but est de mener une analyse pluridisciplinaire comparée des politiques et des modes d'usages et d'appropriation des technologies de l'information et de la communication (TIC) dans les pays des Suds, particulièrement en Afrique et en Amérique Latine.

Dans ce cadre, il s'agit de nous interroger sur la manière dont ces TIC modifient les stratégies et les trajectoires de développement.

Ce colloque vise à présenter le bilan des travaux du réseau, à les confronter avec d'autres et à ouvrir de nouvelles perspectives autour de trois grands dossiers :

1. analyse des politiques et des stratégies (jeux et enjeux public-privé) du déploiement, de l'insertion et de la promotion des TIC dans les territoires (analyse des fondements idéologiques de ces politiques, des discours et processus décisionnels, du développement des infrastructures de télécommunications ainsi que des types d'accès et de services).

2. analyse des modalités d'usage telles que manifestées par les différentes catégories d'utilisateurs (individuels et collectifs, plus ou moins structurés, de diverses tailles) dans plusieurs champs (économique, politique, culturel et social) et à plusieurs échelles (locale, nationale, régionale, continentale, mondiale) avec une question essentielle : comment s'articulent les politiques et les modes d'appropriation ?

3. analyse des effets et impacts des usages des TIC, comprendre les dynamiques de changement économique, politique culturel et social à travers le prisme des TIC, sans, pour autant, tomber dans les travers du déterminisme technique.

GLOBELICS 2009

GLOBELICS (Global Network for Economics of Learning, Innovation, and Competence Building Systems) is an international network of scholars who apply the concept of "learning, innovation, and competence building system" (LICS) as their framework and are dedicated to the strengthening of LICS in developing countries, emerging economies and societies in transition. The research aims at locating unique systemic features as well as generic good practices to enlighten policy making relating to innovation, competence building, international competitiveness, regional development, labor market and human capital development. In an increasingly global and knowledge-based competition, management strategies need to be based upon an understanding of these framework conditions and the public policies which seek to regulate the environment.

GLOBELICS has regional chapters in Asia, Africa and Latin America. Apart from providing training for PhD scholars through the Academy at Lisbon and Tampere GLOBELICS organizes annual conferences. Until now six such conferences have been organized. The first GLOBELICS conference was held in 2003, at Rio de Janeiro, Brazil, it was followed by the second conference at Beijing, China (2004), the third conference at Tshwane (Pretoria), South Africa (2005), the fourth in Trivandrum, India (2006), the fifth in Saratov, Russia (2007) and the sixth in Mexico City (2008). All six conferences were attended by leading scholars in the field from the developed and developing worlds.

For the seventh conference to be held in Dakar (Senegal), papers that contribute to the understanding of the role of technology and innovation in achieving sustainable growth and development in the broadest sense of the term are invited. Apart from many of the LICS traditional topics, papers with a focus on African issues and in particular on the role and contribution of education, human capital and health on development, inequality patterns, entrepreneurship and new forms such as micro-finance and micro-insurance of financial innovation and inclusion, agriculture and fishing and sustainable development, etc. The conference will be organized around a number of themes including the role of new ‘horizontal technologies' (ICTs and biotechnologies) and local competitiveness; factors of attractiveness and embeddedness of MNCs in local/regional/national systems and privatization of knowledge, Intellectual Property Right (IPR) and development.

Spanning three days, the conference will include a variety of sessions: plenary, invited parallel, panel; and special sessions on contributions to innovation activities in the cultural sector (fashion, clothing, music, etc.) and African entrepreneurship.

KELELE, the African Bloggers conference

Kelele is the Kiswahili word for noise.

This gathering of African bloggers is organised in the tradition of historical African societies where everyone has a voice. With too many voices marginalised or simply ignored in Africa society today for a variety of reasons, the organizers believe that the internet in general and grassroots media tools such as blogs in particular represent the most powerful way in which to give Africans back their voice. They will be gathering to make a powerful, positive, inspirational noise that will be heard across the continent and beyond.

The theme of Kelele '09 Nairobi is Beat Your Drum – we want to connect the traditional Africa method of getting your message across vast distances – the talking drums – to the 21st century and the tools we use today to get our message across, blogs and the Internet. We anticipate that this conference will continue to be called Kelele wherever it is held. For example Kelele Nairobi '09, Kelele Accra '10, Kelele Cairo '11 and so on.

DETA Conference 2009

Draft Theme: Issues and Challenges in Education in Africa – The need for a “new” teacher

Expanding education and improving its quality is central to the development of Africa. If we want to realize the goal of quality education for all, faculties of education in Africa need to actively take the lead.

It is extremely important for educationists in Africa to meet and deliberate on educational issues in Africa. It is our responsibility to share our knowledge with one another and strengthen our intellectual capacity regarding education in Africa.

The DETA 2009 Conference will create a unique platform to achieve the above. The previous DETA 2007 Conference attracted more that 200 educationists from 30 countries in Africa.

The major objectives are to contribute to the debate on teacher training in Africa and to build capacity for the delivery of teacher training programmes through open and distance learning in Africa. These objectives represent ways in which we can support: NEPAD, various protocols on educations and training in Africa, the Millenium Development Goals and some of the recommendations of the All-Africa Ministers' Conference on Open Learning and Distance Education (February 2004).

Only 260 delegates will be hosted. Registration will open in February 2009.
